President Andrew Johnson understood the unlawful acts of Congress concerning the Reconstruction Acts of Congress denying the Southern States into the the Union of States on an equal footing as the other several States, Negros assuming power immediately with no experience.

President Andrew Johnson Proclamation's 1 and 4 clearly incorporates Congress's intent of its two Resolutions of 1861 that the Civil war was not for conquest or subjugation, or overthrowing or interfering with the rights of the Southern States, but to preserve the rights of the several States unimpaired and maintain the supremacy of the Constitution.  See the War Powers Book and the effect of the Reconstruction Acts of Congress did exactly the opposite. See the Constitution of Virginia Bill of Rights where Congress became the supreme Law of the Land.  Treason is intent, assemblage of men,and the Use of Force.  See Ex Parte Bollman, 8 U.S. 75, 124-128 (1807).

The War Powers of the President of the United States and of Congress are the source of all of the problems that we the people today are confronted with, because after the Civil War, Congress used the Reconstruction Acts to setup provisional military governments, which has never been changed or terminated. The States setup during this timeframe did not have States rights and were not on an equal footing with the original States. The people can obtain control of our Republic again only by Petitioning and mandating that Congress pass an Act ending all the War Powers from the Civil War era, and the Act must also be signed by the President of the United States taking us back to PEACE. We can still have declared Wars, but Congress and the President must be bound by the Constitution here in the Republic. The book delineating this is the War Powers under the Constitution of the United States by William Whiting, the solicitor of the War Department of 1871 totaling 695 pages. This is a must read!
